I can’t sign in to FlipaClip on my IPad
So I have signed into my account on my LG Phoenix 3 But on my iPad it only says sign into YouTube and it has no button that let’s me sign into FlipaClip.

Android and iOS, since they are different platforms, don't use the same login details. You have to be over 12 years old to create an account, so make sure to check that.
If your questions refer to transferring premium features or projects please be informed that cross-platform is not possible.
